Aurora Parking Lot Permits and Code Requirements

The City of Aurora requires a contractor license and permit for any paving work done in or near the public right-of-way. Paving contractors must submit a separate bond, application fee, and documented record of competency through the Building and Permits Division. Projects that affect drainage, curb cuts, or drive approaches also require Engineering Division review and approval.

Aurora follows IDOT (Illinois Department of Transportation) standard specifications for all asphalt construction. That means hot mix asphalt must be an IDOT-approved mix, compaction densities must be verified by a certified nuclear density technician, and the asphalt must be placed only when temperatures are at or above 45°F and rising. The city’s hard cutoff date for asphalt paving is October 27th, with no exceptions for surface course on public roads.

This involves driving a loaded 22-ton test truck across the prepared surface while a city engineer inspects for soft spots and instability. Any failures must be corrected before a single yard of asphalt goes down.
